Only 4 of the ranks are achievable.

Ranking is judged by your in-game preformance, and dedication to guild
The admin staff will be talking weekly about people who deserve to get higher
ranks. Leader is main power, and then you got Ministers who are 1 step down.
Chancellors are next in line and have a high influence towards the admins decesions
and choices. Adept are players who have been in the guild for a while and deserve
recognation and respect.
